The Suffolk County council can provide emergency assistance to residents facing exceptional financial circumstances, and the main programme available is the Local Welfare Assistance scheme. With the cutbacks in government funding, priority for any vouchers or grants is for the most vulnerable that have a health or safety issue, such as lack of food or that are threatened with fuel poverty.

Hello, me and my partner are currently street homeless in Ipswich. I am 24 and he is 23. We have got no local connections in the Suffolk area so the council refused to help us in any way with welfare or housing and our only option is to go for private renting. My partner have got family connection in Crawley, West Sussex area but due to the violence he is unable to go back to that area.
