Swindon tenants skip deposits with Deposit Guarantee Scheme

In a bid to help more tenants get moved into suitable housing, Swindon Borough Council is referring more of its residents into the Deposit Guarantee Scheme. The hope is that applicants who were unable to raise the necessary funds to initiate a tenancy can now gain access to independent living. This could be possible to a substantial number of citizens if the rent deposit requirement is waived.

How it works

Landlords do not actually waive the deposit requirement under the scheme. Council does not provide the deposit to the landlord either.

What actually occurs is the landlord agrees to accept a guarantee from Council by which the amount of the deposit shall be honoured in certain situations. If a tenant causes damage to the premises, then Council will pay the landlord the cost of the damages rent up to the full amount of the guarantee. Tenants are still responsible for payment of those damages. Landlords are promised payment by Council even if the tenant is unable to fulfill this responsibility.

For someone seeking to rent a new property, they now only have to provide the advance rent payment. The guarantee provided through the scheme fulfills the rent deposit requirement. There is no requirement that a landlord participate in the scheme. Council can assist with helping an applicant find an affordable home eligible for the scheme.

How to apply

An initial packet must be completed at which point all necessary documentation will need to be provided. A Housing Options Team member will review each application with the client to ensure suitability of the housing property and eligibility for funding.

Once approved, an offer letter can be issued which allows the landlord to speak with Council to facilitate the new tenancy. Once the Private Rented Sector team enter into a contract with the landlord the deal is ready.
